Full terms of service are not published yet. Soft-launch billing works like this:

• Monthly plans. Your monthly allowance renews each billing period and does not roll over. When it runs out, speaking pauses until renewal or you upgrade.
• Cancel anytime. Credits already granted stay usable until the period ends.
• Refund policy will be stated here when billing is live.
